Disagreement Over Tariff Powers
This bill also grants the President the authority to impose tariffs on major oil and natural gas importing countries from Russia, such as China and India. Representative Don Beyer from Virginia stated, "This bill has a flaw that allows him to define any country as a facilitator of circumventing Russia's sanctions. He can then impose tariffs of up to 100 percent on them, without any oversight and without an expiration date."

This bill is named in honor of Senator Lindsey Graham, the Republican from South Carolina, who played a role in negotiations to garner Trump's support for this package. Graham is known as a staunch supporter of sanctions and actions against Russia.
