The Pentagon has sent an email to army commanders requesting the introduction of soldiers with specific physical and appearance criteria for Defense Secretary Pete Haggest's speech on September 30. This email instructs the army to select soldiers who meet the approved physical standards to attend the "State of the Forces" speech.
Criteria for Selecting Soldiers
The email states that soldiers invited to participate in a fitness exercise with Haggest must successfully pass fitness tests and the waist-to-height ratio and adhere to "flawless" appearance and uniform standards. The final selection will be based on the "leadership quality and professional character" of the soldiers.

Furthermore, the email mentions that desirable candidates should be recognized as top performers in their units and have a track record of integrity, discipline, and selfless service. They should also demonstrate strong communication skills and sound judgment under pressure and act as role models for their peers and subordinates.
Pentagon spokesperson Sean Parnell stated that Secretary Haggest has high expectations for military service members in maintaining professional standards of appearance, fitness, and discipline. He has emphasized the importance of consistently enforcing these standards at all levels.
Reactions and Controversies
The Defense Secretary's performances regarding appearance standards have become a controversial topic during his tenure. In a memo in March 2025, he called for a review of all fitness, body composition, and appearance standards. In another memo in August of that year, he called for a "beardless military" and expressed his views in a meeting with top U.S. military officials at the Quantico Marine Base in Virginia.
The Defense Secretary also refused to meet with soldiers who had medical exemptions from shaving during his visit to Camp Humphreys in South Korea last October. Additionally, he removed overweight members of the Texas National Guard from the "Midway Blaze" operation in Chicago.
Recently, he criticized the Navy for seeing sailors with beards during a ship inspection in June and was also accused of "body shaming" due to a photo of a Canadian trainer with a derogatory comment.
Earlier this week, Thomas Massie, a Republican representative from Kentucky, introduced a motion to impeach Haggest, leading to a vote in the House of Representatives on the matter within two days. Massie has accused Haggest of violating his oath and abusing his power.
