Emphasis on Building a New Alliance with Europe

Carney, who returned from Europe last night, announced that Canada and Europe have "begun the process of creating a new alliance." He also called the new U.S. tariffs a "miscalculation" and reiterated that the decision to suspend trade talks with Washington last month was the right one. Carney stated, "Amid this global crisis, we must move forward."

In remarks to Liberal lawmakers in Ottawa, held before the new parliamentary session began, Carney emphasized Canada's financial position as a source of strength. He, who has previously served as the head of the central banks of Canada and the UK, pointed to the difference in borrowing costs between the two countries and said, "We are now witnessing a change in financial market pricing... We are strong. We are Strong Canada."

These remarks came at the end of a busy week during which Carney hosted Volodymyr Zelensky, the President of Ukraine, held meetings with global investors in Toronto, met with the new British Prime Minister Andy Burnham in Liverpool, and spoke at the European Parliament.

In Strasbourg, Carney emphasized the need to create a deeper alliance with Europe and called for greater cooperation in energy, critical minerals, defense, artificial intelligence, and research. He stated that Canada can no longer depend on a single country.

The next major step will be a Canada-European Union summit on October 29 and 30 in Montreal. President Donald Trump has imposed tariffs on Canadian goods and threatened further economic actions. Trade talks were suspended last month and remain on hold.

Carney also mentioned new tax benefits announced at the Canada Investment Summit, stating that this measure will reduce the effective tax rate on new investments to 6.4 percent, which is less than half the U.S. rate.

He also referenced a major clean energy project using gestures similar to Trump, stating that this project would be equivalent to "18 Hoover Dams."

The Canadian government has announced that nearly half a trillion dollars will be invested around this summit. Carney said, "In the past seven days, we have stood alongside an ally, attracted unprecedented investment to our country, and deepened our relationships with Europe."
