China continues its competition with the United States through the rapid development of artificial intelligence technology, while both countries have expressed specific concerns about the risks of this technology.
Close to Competing with the U.S.
The United States has long been ahead in terms of AI model capabilities, research, and references from China and other countries. However, China is rapidly closing in as a superpower in artificial intelligence, even with the restrictions imposed by the U.S. that prevent China from accessing certain advanced technologies such as advanced chips and their manufacturing machinery.

Recent research and reports, including one from the Stanford Institute for Human-Centered Artificial Intelligence, have shown that China has emerged as a counterweight to the U.S. and seems to be closing the lead that the U.S. has held this year.
China's AI Models
The Beijing-based startup, Moonshot AI, attracted attention with the introduction of the Kimi K3 model, which achieved capabilities close to its American competitors. This model was recognized as the third AI model globally after its release in July. Additionally, the R1 model from DeepSeek, released in January 2025, was introduced as a more cost-effective model compared to similar American models.
The GLM-5.2 model from the startup Z.ai, unveiled in June, has drawn attention through comparisons with advanced models from Anthropic and OpenAI. In July, Alibaba unveiled its Qwen3.8-Max model, claiming it to be the most powerful version in this series, competing with Claude Fable and GPT from OpenAI.
The Chinese Minister of State Security, in warnings about the potential risks of artificial intelligence, spoke about political and ideological threats as well as cyberattacks and data leaks. He emphasized that this technology could become a threat to China's political and ideological security.
Chinese leaders have stressed the acceleration of AI development and achieving technological self-sufficiency, but they have also emphasized the need to control risks and establish a global framework for managing artificial intelligence.
